         although it looks like even the 1080p is pretty low resolution on this one
         81.3 mb on a 15 minute video

            That’s how encoder (setings rc=crf / crf=23.0 – bitrate will be chosen for targeted quality, different for each video) works. Some videos can be compressed heavily, like this one. 534kbps for 720p, probably ~800kbps or so for 1080p.
            I even saw numbers like 350kbps for 720p. Pretty insane to think of, less than lossless audio and slightly more than mp3’s max bitrate (320kbps).

            It all depends on scene. Saturated, monotone colors are compressed best.
            On contrary, outdoor scenes with leaves, grass, sand, reflections on water are compressed much worse.
